Mr. Colton Harley has performed prospective Time Impact Analyses (TIA’s), delay and productivity analyses, change management, schedule management and recovery, cost control, and quality control on large commercial projects ranging from $40M-$250M.

Mr. Harley has a B.S. in Agricultural Engineering from Texas A&M University in College Station, Texas. He is a member of the TEXO Young Constructors Council and provides industry coaching for the Well Works Construction Leadership program. Mr. Harley is also a Planning and Scheduling Professional (PSP) with AACE International.

His field and project management experience on live construction projects allows Mr. Harley to see a project from multiple angles. He has project experience in industrial, higher education, and commercial construction projects in the United States.

  • “Integration of CPM and Last Planner Systems” - CAGC Continuing Education

    • Project Controls Manager on a $40M industrial renovation and new construction project in Dallas, TX. Responsible for the project team in areas of schedule management, schedule recovery efforts, cost control, and change management. Performed schedule and cost analysis for schedule recovery and value engineering efforts, “what-if” scenarios to supplement the owner’s selection of critical process equipment, and Time Impact Analysis (TIA) to substantiate requests for additional time and compensation due to unforeseen conditions resulting in the recovery of 75% of the delay impact to the project schedule.

    • Scheduler & MEP Quality Control manager on the White-Walker Music Activities Center, a 2-year, $70 million higher education and performing arts center in College Station, TX. Developed project master schedule, implemented LEAN construction practices providing further detailed schedule breakdowns for field management teams, and performed Time Impact Analyses (TIA). Also developed the project master schedule during the pre-construction phase of a new campus utility plant to support the White-Walker Music Activities Center, including building in shutdowns and non-working periods for all planned on-campus sports events. Performed material and equipment procurement projections, resulting in the on-time delivery of all critical materials/equipment throughout the project. Also facilitated the BIM clash detection and MEP coordination efforts resulting in 50% offsite prefabrication of all MEP system components and an estimated 25% reduction in material waste.

    • Project Scheduler on the Texas A&M Corps Dormitory, a $250M multi-phase higher education and student housing project in College Station, TX. Developed the project baseline schedule during the pre-construction phase of the project to accommodate for critical milestone events of all 9 buildings and 11 critical furniture move-in dates. Responsible for monthly schedule update submissions, schedule narratives, and schedule coordination efforts with Texas A&M. All contract milestones were achieved, and the project resulted in a net zero delay due to design changes. Also functioned as the Superintendent for 3 of the 9 building on the project.

    • Led planning, procurement, and installation of all MEP systems on One Frost, including a new 434,270-square-foot, Class A office building and a 546,656-square-foot parking garage on a 16.7-acre site in the Westover Hills area of San Antonio. Led efforts to expedite critical material and equipment, eliminating any project delays due to procurement challenges due to post-COVID-19 procurement issues.
