Michael O’Boyle

Michael O’Boyle has over 10 years of experience in managing and scheduling active construction projects, and performing retrospective analysis of project changes, delays, productivity, and costs as a consultant. On active construction projects, Mr. O’Boyle performed planning, CPM scheduling, change management, delay and productivity analyses, and management of complex MOT phasing on a wide range of D/B and D/B/B heavy civil construction projects (NCDOT, SCDOT, FDOT, VDOT, and WVDOH), ranging from $20M to over $500M.

Mr. O’Boyle has a B.S. in Construction Management Engineering Technology and a M.S. in Construction and Facilities Management from the University of North Carolina at Charlotte. Mr. O’Boyle is also a Planning and Scheduling Professional (PSP) with AACE International.

Mr. O’Boyle has extensive experience in the heavy civil, highway, and bridge sectors, and also has experience in rail and mass transit, industrial, and commercial building construction projects.

    • Performed schedule and delay analyses on behalf of General Contractors and Owners using the “half-step” method for the following project types:

      • $700 million design-build light rail expansion project in Orlando, Florida

      • $270 million design-build highway widening and interchange reconstruction in Georgia

      • $185 million granulated activated carbon (GAC) production line project in Mississippi

      • $162 million earthen embankment and roller compacted concrete (RCC) dam in Texas

      • $49 million multi-family residential project in Chapel Hill, North Carolina

      • $45 million multi-family residential/commercial development in Exton, Pennsylvania

    • Performed productivity loss analyses on behalf of General Contractors using the measured mile analysis method for the following project types:

      • $130 million light rail extension & OCS project (9 miles of rail) in Charlotte, North Carolina

      • $25 million roadway widening (43,000 LF drainage) in Moncks Corner, South Carolina

    •  Senior Scheduling Engineer on a 4-year, $290 million interstate interchange improvements and reconstruction project in Statesville, North Carolina. The design-build scope included a multi-phased expansion of two major interstate highways, construction of a new partial-turbine interchange, 13 new bridge structures, retaining walls, embankments, utility relocation, and infrastructure. Analyzed critical path delays, performed “what-if” scenarios to identify schedule impacts, and developed prospective Time Impact Analyses (TIAs) to substantiate requests for additional time and compensation. Also, provided oversight and coordination of the ROW acquisition process and the utility relocation by others (UBO) with multiple entities.

    •  Project management and engineering consulting services on a $500 million VDOT Design Build Joint Venture project in Stafford, Virginia, a $25 million SCDOT project in Moncks Corner, South Carolina, and a $20 million WVDOH project in Beckley, West Virginia. Duties included quantity take-offs, plan review, purchase order development, subcontract review, development of look-ahead schedules, and preparation of pay estimates.

    •  Schedule development services on a $800 million NCDOT Design Build Joint Venture pursuit project in Asheville, North Carolina.
